An artificial intelligence (AI) chatbot is being demonstrated at the policy debate on the “Current Status and Prospect of the Korean ChatGPT Industry” held by the Seoul Metropolitan Council at the Seoul Museum of Art on the 6th.

When I typed ‘Please tell me about the Seoul City Council’ to the ‘metahuman’ that appeared on the screen, the answer was “It is a place where Seoul City’s finances, policies, and projects are deliberated and whether or not to be implemented is reviewed.”


‘Meta Councilman’, which was demonstrated at the ‘Korean ChatGPT Industry Status and Prospect’ policy debate held by the Seoul Metropolitan Council on the 6th at the Sema Hall of the Seoul Museum of Art, is an artificial intelligence (AI) chatbot that learned from big data related to Seoul. The debate, which lasted more than two hours and was hosted by City Councilman Jang Tae-yong and the Seoul Future Policy Research Association, a research group of city councilors, was followed by a free discussion following AI-related presentations by six people from the industry, academia, and public officials in charge.


The craze for ‘ChatGPT’, a generative AI chatbot service, is spreading to local governments as well. While learning related contents, local governments are contemplating how to apply them to actual administration. This is because the development of advanced services based on the policy data of local governments is expected to bring about synergies such as administrative efficiency. It can also be applied to areas such as tax, public security, real estate, and monitoring of the vulnerable.


Currently, it is highly likely to be used for civil complaint response and resolution, which is the most similar service to generative chatbots.


In the case of Seoul City, the ‘120 Dasan Call Center’ is considering a service that introduces the ChatGPT model to answer civil complaints and connect them to related departments. It can also be applied in a way that raises user satisfaction by elaborating “Seoul Talk,” a civil complaint chatbot based on KakaoTalk, or “Seouri Officer,” a chatbot for employees. We are also looking into how to utilize it in the administrative field where there are many inquiries to check related matters when other departments are conducting administration or business, such as the finance department.


Lee Tae-hoon, head of the Seoul Business Agency's Future Innovation Group, said, "It will be applied first to consulting work that requires a lot of manpower and repeats consistent responses. If the technology develops, it can spread to health care."


The Seoul Metropolitan Government plans to conduct research on digital transformation with the Seoul Institute to review specific policies.


Mayor Oh Se-hoon said in a congratulatory speech at the debate that day, “We plan to use ChatGPT throughout municipal administration, such as applying AI functions to 120 Dasan Colsen.” It is time to discuss.”


Issues of trust and ethics in AI-generated search results, infringement of personal information and copyrights are challenges to be resolved.


City Councilman Jang Tae-yong said, “We prepared the debate a month ago, but the pace of AI development is fast, and many changes have occurred in the meantime.” I will work hard for it,” he said.
